Primary schools only process CURRENT year's Transfer forms' Application(s) submitted.

Example

If your son is 2023 P2 this year, if u submit the form this year,
it means that u are seeking Transfer, to start 2024 P3 next year, in the new school.

If your son is 2024 P3 next year, if you re-submit the form next year, means u want to seek Transfer, to start P4 in year 2025.

When u want to submit the form, this year or next year,
is entirely up to you.

But u need to know that, in some primary schools, the MOST or GREATEST number of vacancies arise at the end of P2, not at the end of P3. So, when u call up the school to inquire, can ask them this question, \"may I know, at which level, does the MOST number of vacancies arise, in this school ? Is it at the end of P2, or at end of P3, in this school ? \" Then, let the school advise you, and u make the decision yourself when to apply, accordingly.

If the school tell u,
at end of P2 got more vacancies than at end of P3, then of course apply earlier is better, since higher chances mah !

Anyway,
u can always call up the school directly anytime, and the Admin officer (General Office) will advise u, whether got vacancies, or not.
If they say got vacancy, then apply. Otherwise, if they tell u no vacancy, no point applying.

Not sure what nationality your child is, because u didn't tell us.

Take note.

1) if your child of \"foreign\" status had sat for the AEIS test conducted by MOE, and if MOE had successfully posted your kid into a primary school,
then No,
you are NOT allowed to transfer to another primary school.
MOE will put a stop, to students who attempt to seek Transfer, out of their AEIS been assigned school.

This fact, u must know.
If u don't know, now u know.

2) assuming that your kid is currently studying in a local primary school, NOT entered by AEIS test,
then,

you can seek Transfer into any primary school that u wish.

First logical step to do, is to -

call up the INDIVIDUAL primary school directly and ask them, whether got any vacancy for transfer now, for that particular level which your child wants ?

Example
=======

Since u mentioned u are interested in Nan Hua primary school in Clementi, then just call up Nan Hua General Office, request to speak to their Officer in charge of Transfer.

If no vacancy arise, then Sorry.
Because
a school simply cannot create a vacancy for a pupil, out of nowhere, right ?

However,
if the General Office Admin tell u that Yes, school got vacancy now , then
u google for that primary school's \" Transfer Application Request \" form, fill up this form, and submit.
Inside this form,
there is a section whereby they ask u for reason(s) why you want to seek transfer for your kid.
Just reply this qn, honestly.

If there are vacancies arise -

Then,

AFTER Term 4 year end exam is over, that is,
around the last week of October to November time frame,

if your child gets shortlisted,
u (parent) will receive a call from the General Office, to bring your child down for an interview with the Principal.
That is,

provided on condition that your child gets shortlisted, should a vacancy arise. Otherwise, if not been short listed, then you won't hear from the school.

Example

There are many students who love to apply for Transfer, into GEP (Gifted Education Programme) primary schools, to join their Mainstream. Every year, these nine GEP schools in Singapore will receive a tall stack of mountain highly piled up \"Transfer Application Request forms\", for all level,
from ( end of P2 to end of P4 ). No school will allow Transfer to take place at P5, because is too close, to PSLE. But, when these students are not short listed, they won't hear from the school at all. Some of them have applied year after year, but also never hear from the school.

As such,
when u apply for Transfer,
DO apply
for more than one school, just in case there is heavy competition faced. There is NO limit, to the number of primary schools that u wish to seek Transfer request, to.

do take note of which primary school, u are attempting to seek Transfer into, for your P2 kid.

1) if is not a popular, just an ordinary neighbourhood school, vacancies may still arise at end of P2, for those seeking Transfer.

2) But,
if is a highly popular GEP school like Raffles Girls' Primary (for example),

If any vacancies (if any) were to arise during the course of entire P2, the school will rather \"keep\" or reserve these vacancies,
wait until ... the end of P3,
before start to consider / evaluate suitable candidates, for Transfer into the GEP centre.

Why ?

Because
by then,
at the end of P3,
in the month of October / November,

the two round of GEP tests would have been conducted, already. Whether P3 applicants have cleared Round 1 / Round 2 / never clear, the results would have been out already, by end of P3.

Actually,

if u only want a specific primary school that is directly behind your hdb block for your own convenience,
AFTER
shifting to your new house,
then

u should have just approached or call up the school directly, ask them whether got vacancies or not.
If got vacancy, then apply.

If No vacancy, then move on to the 2nd next school near your house, to inquire. But all these query, u need to do personally, as homework basic checking first.

Because

The moment u go through MOE STEPS, then it is up to MOE to assign your kid to any school, that has vacancies. MOE won't bother, is this school near your house, or far away.

Since MOE has already assigned your kid a new school to Transfer to,
then,

It is up to you now,
to either accept the offer to transfer, or to reject, turn down the offer. If u turn down, means your kid remain in the current school, no change.

No use seeking any MP help, because it will still be the same answer. MP is Not in charge of any MOE matter.

By the way,
Is your kid of \"foreigner\" status?

If Yes,
once MOE assigned your kid a school, u cannot change the school that's been assigned to u. MOE won't entertain queries related to seeking transfer to another school.

(Because

1. \"They still have vacancies in Phase 2CS\" is not the same as \"they still have vacancies after Phase 2CS or P1 registration\". As per coast's comment, if the school is full at the close of P1 registration, it is unlikely that they will have vacancy for P2.

2. I think \"inconvenient to travel to and fro home\" is a subjective statement. Yes, it's probably not as convenient as the school behind you block, but how \"inconvenient\" is \"inconvenient\"? < 1km, <2km or beyond walking distance and a couple of bus stops away?

Not sure how you want your MP to help. Insist on a place behind your block when there's none? An alternative school from the one assigned, which could be just as \"inconvenient\"?

If the school u are seeking Transfer into is Not a GEP centre, chances are ... if by end of November still no news, probably not successful. Try again, to apply next year, if Transfer still permit. Schools do not accept Transfer, for P6. But that means, it will be another new pool of competitors u face, next year.

Alternately, the fastest way to find out, is to call up the school directly for an update status, of your kid's Transfer submission.

Because

there may be appeal cases, going on.

Example

1st choice is Nanyang primary.
But kid got posted to another GEP centre instead, far from their house or whatever reasons.
So, what happen next ? Parents appeal !
