From 2021-23, you are right in saying that KCPPS require balloting only for those 1-2 km away.  However, this year, the trend seems to be reversing back to the old days where balloting is required for those &lt;1km away.  I would say that one would require to stay within 1km to have a good chance with KCPPS.</p>

<p dir="auto">If you stay within 1km then you may have good chance for phase 2C based on past history, but take note there are nearby BTOs nearing completion that will surely increase the competition. Best is you do parent volunteering from this year, and move within 1 or 2km to increase your chances for phase 2B.</p>

I think PV applicant is starting next year.<br /><br />Regardless, there is no reason why you can’t keep both Phase 2B and Phase 2A options open. PV application is by no means guarantee and the school could very well not select you as well. <br /><br />KCP Secondary is not bad school but if I’m scoring between AL13-20, ie the points outside the COP of non-affiliated student, I probably won’t lose sleep not being able to get into the school.
