Unless you have prior connections with the school (ie Phase 2A or earlier), Iโ€™m afraid SPR has no chance for KHS as both Phase 2B and Phase 2C will ballot for SC. As such, thereโ€™s no point in considering this school as a SPR, regardless of the childโ€™s standard of Chinese.

For Phase 2C ( open to public ) -

Balloting takes place for SCs K2 students, staying less than 1 km from Kong Hwa primary. Even SCs who are staying beyond 1 km, also zero chance !

SCs : Singapore Citizenship
K2 : kindergarten 2 kids, entering into Primary 1

You may consider some other primary schools instead, where SPR (Singapore PR) status children still stand a chance.

Note.
All other primary schools in Singapore, not just Kong Hwa primary school alone only, also include learning Chinese as a 2nd language ,

because

Chinese is the kid's Mother tongue, if his or her mother (parent) is a Chinese. That's why it is called \"Mother\" tongue.

Put it another way.
If another K2 child is a Malay, then his or her Mother tongue is \"Malay\".

OR
in another example :-

If say,
a K2 kid is Indian, whose father is a Indian but her mother is a Chinese, then,

this child's Mother tongue will be \"Chinese\",
since
her mother is a Chinese.

This is an example of an Inter-racial marriage, taking place.

Real-life Example

Yes,
you can refer to Raffles Girls' Primary school (RGPS) some real life cases, where you will be surprised that
those Primary 1 Indian girls inside their RGPS Chinese class lessons chatter in Mandarin very fluently, because
their mothers happen to be Chinese. From birth, since baby, their Chinese mothers have been

1) singing nursery rhymes to their toddler in Chinese,

2) getting them to recite \"Tang\" poems in Chinese, eg. \" chuang qian ming yue guang ... \"

3) telling stories to them, speaking to them in Mandarin at home. So, their kid feel very at ease with Mandarin.

I recalled in one past year, at the end of P1 exam (October), in those olden days where P1 still conducted exam before P1 exam gets abolished,

there was this P1 Indian girl
who topped the whole (entire) P1 cohort of Total 270 RGPS students, in the subject \"Chinese\". Her mother happen to be a Chinese.

We were all very surprised because we had expected a P1 Chinese student to clinche this award, \"overall best, in Chinese subject\". But No, this award went to an Indian pupil, instead.

Back then, RGPS Primary 1 level opened up 9 classes. Each class inside got 30 pupils. So Total, there were 270 students, inside P1 cohort level.

Everyone is processed in the same way, whether you are 0.1 or 0.99km away. So sorry. You might want to try Geylang Methodist if KHS is too overcrowded in Phase 2C, but it is also quite crowded too during that Phase.

If you had missed the chance to join SHHK, I think you are out of choices for Phase 2B. Even GRLs require at least 2 years before they are allowed to ballot.

There are good teachers in every school. The question is really about how their efforts translate into results. The best measure we have is the PSLE, which unfortunately was hushed into something pariah that no one is allowed to talk about.

So the next best measure we have is to look at the P1 registration, as how popular a school is, is dependent on how \"good\" the school is in the minds of parents at that time.

Kong Hwa has mild balloting from Phase 2B onwards. It seems 'easier' to get in at Phase 2C, but actually, the number of Phase 2C places is dropping as the number of Phase 1 'return' students have increased. Since you seem to be staying around the East, you probably should be affiliated. Try to get in earlier Phases if possible.

Pasir Ris primary only has balloting from Phase 2C (except for a fluke case in 2014 where balloting occurred for 1-2km). But in Phase 2C, its balloting has always been for those <1km away. Are you close enough to that school?

White Sands has also only ballots from Phase 2C for those <1km and 1-2km away.

Info not available. If you call the school and be nice, maybe you will get lucky and they will let you know.

Otherwise, you can assume all 72 is within 1km. Kong Hwa rarely ballots > 1km and I don't think that there will be more than 1 or 2 people > 1km who will really try their luck.

only via SHHK.
You need to join SHHK but you need to prove hokkien ancestry among other things.
