Since 2017, SCGS has required balloting in Phase 2C for those staying <1km. In 2020, the competition was 243%, and as it is for those <1km, I suppose nearly everyone who bid will have to ballot, except for those who stayed at greater distances. It may seem that the number of seats have increased by 20 for Phase 2C, but many of those who failed at Phase 2A will try again at Phase 2C, so competition will be intense.
