Human beings are known to be fickle minded. Others may just want to be with friends, partners, pets, whatever because they ended up in a different school / different choice.<br /><br />Case 2 also exist (very frequently in fact). Some people feel that they should have 7 or more choices despite 6 being the official number. These people usually want to reserve their 6 choices for schools with higher COP or the top-top schools. It's hard to tell where your son stands in their list of appeal cases (given that the appeal cases are &gt; 245).
