      Another possibility is :-

This parent has just accepted an offer to transfer older sibling to another popular school, and the principal also allow the younger sibling priority to come in, not by the normal phase 2c route, but a "reserved" seat, ie. Be patient wait until p1 regn end first - then, it will be entirely up to the principal discretion who she want to give seat too. No longer bound under the rules & reg of p1 regn.

Because if her child get balloted into RGPS - get a place, and later withdraw, it won’t be nice. Is not nice to get a place in 2c, and then withdraw. RGPS will remember you. Might as well be a heroine, be a savior to the 6 sc in 1 to 2 km. parents will be thankful & grateful to her thoughtful, considerate, unselfish act.

If I am not wrong, no such procedure is allowed during p1 registration.

You are correct, in saying -
No such thing allowed \"during\" p1 regn, as process is transparent.

But the moment it end, people can fill up transfer request form(s).
Principal has the power and authority, who she want to give priority to, for admission, \"behind closed doors\", process no longer transparent.

              KSP:
My guess is this girl secured a place thru waitlist after P2B in a nearby Sch due to some withdrawal from earlier phase. eg. NYPS, MGS or SCGS.

Your suggestion is highly possible ! I agree with you.
              Possible scenario :-

Suppose this parent stay < 1 km from Mgs, balloted under phase 2b (with a letter from a methodist church pastor ), but failed in 2b balloting, quickly put up her child on Mgs waitlist.

              for phase 2c -
she stay within 1 to 2 km, from RGPS. She is about to ballot for rgps, when say, miraculously - after phase 2c had already ended on 1 august (not before), Mgs has a sudden last minite withdrawal. She received an offer from Mgs (since her child on waitlist, having failed 2b balloting), so she withdrew in time, just before RGPS balloting about to take place. She is able to have the seat, because MSG being such a hot, popular school in great demand - no need to participate in phase 2c supp anymore.

Kudos to the parent who withdrew so that 2C does not have to ballot!

                Other possibilities are :
                - The sch is not suitable for their dd:
there are 2 type of parents :-
                A) knowing that RGPS academic rigor is present, some parents prefer to choose other schools that are more holistic, less academic driven. They will avoid RGPS.

                B) some parents don't mind adopting a \"wait & see, or wait & try it out first\" mentality. They may be thinking, \"never mind, is all right. Let my child try out RGPS first. If she really can't cope, I will hire the best tuition teacher for her. If still can't cope, later still can transfer her out, to another school.\"

This is not allowed. Any parents who withdrew their child's from a school from an earlier phase must be made available in the current phase, which is phase 2c. If she withdrew after phase 2c, that vacancy must be filled in phase 2cs. P cannot offered to any parents on wait list. She only can do it when the whole p1 registration is over.

You need to be clear, on how p1 regn work.

                    By end of phase 2c:-
Are there any vacancy left, for mgs?
                    Answer = no.

                    Why no?
Because mgs was full house, 100 % fully occupied.
So, does mgs need to enter next phase, 2c supp?
                    Answer = no.

                    Why no ?
Because not even a single seat is left in mgs, by the end of 2c ended, on 1 August.
                    Can we confirm this ?
Yes, refer Moe website (vacancies by phases)
Do you see mgs being listed, as one of the schools in phase 2c supp?
                    No.
The only school listed under 2c supp is ... Bukit timah primary.
                    See:-

                    FYI -
Whether a school will enter phase 2c supplementary or not :-
depend on the number of vacancies left, at the end of phase 2c, on the last day of phase 2c, ie. 1 August, 4.30 pm official closing time.

                    Only 2 possible scenario :-
                    A) if number of vacancies left = 0, then no 2c supp involved, for this school.
                    Example: mgs, Scgs, nanyang

                    B) if number of vacancies left > or = 1, then yes, this school will enter 2c supp. Example: Bukit timah primary

To my fellow friends (parents) who withdrew from Rgps, gave up your earlier phase 2a seat, on the very last day of phase 2c (1 August) :-

sincerely wish you & your child all the very, very best!
Whether your child go Scgs, mgs, paya lebar methodist, Haig girls, chij convent (much nearer your home) -
Blessings to your child, always. God bless! 🙂

6 years later - who knows, our children may meet again, in the same secondary school. Take care! Hou hui you qi. Bao zhong !

                        phtthp,

Think I can get what you mean. So it means that once a school's vacancy is all filled up (in your scenario, MGS completed filling up all seats at 2C. But, let's say 1 day later, someone withdraw for whatever reason, the principal has all authority to give the seat to whoever she wants on the waitlist. Is that correct?

Basically, so long as the school's vacancies are filled up no matter which phase, thereafter, if there's any vacancy, the P has the right to give to whoever she wants?
