This is not allowed. Any parents who withdrew their child's from a school from an earlier phase must be made available in the current phase, which is phase 2c. If she withdrew after phase 2c, that vacancy must be filled in phase 2cs. P cannot offered to any parents on wait list. She only can do it when the whole p1 registration is over.
You need to be clear, on how p1 regn work.

      By end of phase 2c:-
Are there any vacancy left, for mgs?
      Answer = no.

      Why no?
Because mgs was full house, 100 % fully occupied.
So, does mgs need to enter next phase, 2c supp?
      Answer = no.

      Why no ?
Because not even a single seat is left in mgs, by the end of 2c ended, on 1 August.
      Can we confirm this ?
Yes, refer Moe website (vacancies by phases)
Do you see mgs being listed, as one of the schools in phase 2c supp?
      No.
The only school listed under 2c supp is ... Bukit timah primary.
      See:-
      http://www.moe.gov.sg/education/admissions/primary-one-registration/vacancies/#bukit-timah

      FYI -
Whether a school will enter phase 2c supplementary or not :-
depend on the number of vacancies left, at the end of phase 2c, on the last day of phase 2c, ie. 1 August, 4.30 pm official closing time.

      Only 2 possible scenario :-
      A) if number of vacancies left = 0, then no 2c supp involved, for this school.
      Example: mgs, Scgs, nanyang

      B) if number of vacancies left > or = 1, then yes, this school will enter 2c supp. Example: Bukit timah primary

To my fellow friends (parents) who withdrew from Rgps, gave up your earlier phase 2a seat, on the very last day of phase 2c (1 August) :-

sincerely wish you & your child all the very, very best!
Whether your child go Scgs, mgs, paya lebar methodist, Haig girls, chij convent (much nearer your home) -
Blessings to your child, always. God bless! 🙂

6 years later - who knows, our children may meet again, in the same secondary school. Take care! Hou hui you qi. Bao zhong !

Think I can get what you mean. So it means that once a school's vacancy is all filled up (in your scenario, MGS completed filling up all seats at 2C. But, let's say 1 day later, someone withdraw for whatever reason, the principal has all authority to give the seat to whoever she wants on the waitlist. Is that correct?

Basically, so long as the school's vacancies are filled up no matter which phase, thereafter, if there's any vacancy, the P has the right to give to whoever she wants?

Let me be clear on this. The parent who withdrew her child from rgps after phase 2c registration and before the balloting cannot be enrolled in another school. Since her child is already registered in rgps, she cannot registered her in another school before withdrawing from rgps.

As for your assumption that she is on wait list in another school. It is a possible scenario but the P of the other school is not allowed to take her in yet as the p1 registration is still going on.

            Let me give an example.

School A has a vacancy for 25 spaces with 25 applicants at the end of phase 2c. All of them will be registered successfully. Lets assume someone withdrew after phase 2c is over. School A will have 1 vacancy. The P of school A cannot register any child on wait list to fill this vacancy. The vacancy must be filled during phase 2CS.

If the whole p1 registration is over and another child withdraw from school A, the P will then have the discretion to choose who she wants to admit into her school.

I don't think so. In this given scenario, I am also curious what will happen but unlikely for any 2Cs because all 2Cs schools are made known by MOE in advance. If someone withdraw after 2C from school A, how would 2Cs parents know school A is now available for phase 2Cs?

                .
Take a look at north view primary (Yishun)
After phase 2c ended officially on 1 August - north view still had 1 vacancy left. So north view had to enter 2c supp :-
                http://www.moe.gov.sg/education/admissions/primary-one-registration/vacancies/#yishun

But in contrast, mgs had 0 vacancy left, after phase 2c officially ended on 1 aug, 4.30 pm official cut off time. So, mgs no need to enter 2c supp anymore. Otherwise, mgs would also have appeared in this list of 2c supp schools, together with Bukit timah primary. But mgs did not.
                http://www.moe.gov.sg/education/admissions/primary-one-registration/vacancies/#bukit-timah

At this point (after 2c ended), the principal wait until the whole p1 registration is over.
From 1 aug after 4.30 pm official closing time phase 2c had ended -
if there is any withdrawal case from mgs, no need to throw open phase 2c supp to public anymore. P just refer to the wait list of names who had failed in balloting, at phase 2b and 2c. From wait list, she can shortlist someone (a parent), in mind. Once phase 3 is officially over, she'll officially invite this parent, join mgs.

However, after 1 August had ended and until the last day of phase 3 is over, during this period of time, there is nothing to stop the p from calling the parent she has in mind first, to inform this parent in advance of the available vacancy of transfer opening. All p need to do, is just ask the parent to remain patient - wait until the last day of phase 3 is over, then come down school and sign all documents of transfer, officially. However, this precious telephone conversation made, before the last day of phase 3 is over, is as good as a confirmed one. Alternately, of course p can wait until phase 3 is over, before making any phone call to that lucky parent.

A school only need to enter 2c supp :-
If there are still vacancies remaining, after 2c officially been announced is over.

But if 0 vacancy left at end of 2c, (ie. full house)
Then no need to enter 2c supp anymore.
If any withdrawal arise after 2c had end, transfer can occur, after end of entire phase 1 registration.

Perhaps the parent that withdrew could hv been posted to another country, this has happened before. There were even students that did not turn up after being accepted some yrs back. Perhaps they decided to switch to international schs.

                    Hi phttp,

Your assumption is not correct. If MGS does have a withdrawal after phase 2c is over, the P cannot take in any child from wait list. It is against the rule. MOE will make public that MGS has a vacancy for phase 2cs.

If the P can register any child on wait list after phase 2c, can she do that after phase 2b to fill any vacancies after any withdrawal? She can’t. Any vacancies must be filled in the next phase.

                      lele mummy:

I'm new here. My daughter lele has got a place in RGPS yesterday, joining P1 next year (2014).

We are lucky as initially there are 6 of us balloting for 5 seats in P2C, residing with 1-2km. However, 1 withdrew yesterday at 4pm, thus we got called up and being told today's balloting is cancelled.

Anyone in this forum has daughter going P1 next year in RSPS?

Hi just received confirmation letter from RGPS today that orientation is on Jan 4. Just curious why would someone want to withdraw from the ballot when she has no chance to register in another school until P2C Supp?

Whoever she is and whatever is the reason for her withdrawal, I am thankful to her withdrawal, and wish her all the best.
