May i check anyone knows whether Nan Chiau offers Higher Chinese to all Primary one students? or they only have this option in primary 5?

They use the Higher Chinese textbook from P1 onwards but the actual offering of HCL is at P5.

During my boy's time, they started the top 3 classes HCL from P3 onwards

Letter will do if no major exam going on.
