Is there no way to talk to KAL transport with regard to sch bus fees? They quoted us $130. 15 mins later, they tell us is $160. We only stay 10 mins away.

My elder brother & I were former students of HPPS.
I want to register my son for P1 under Phase 2A(1) when the time comes.
Based on the elite.com.sg, my current address is just slightly out of 2 KM (approximately 150 - 200 m out of the red circle).
In this case, can I still register my son under Phase 2A(1) after joining HPPS Alumni?
I had read from the HPPS Alumni website & it said:
Please note that under Phase 2A(1), priority will be given to those who are Singaporean and whose residential address is within 2km from the school in the event that there are more registrations than available places. The remaining places will be balloted.
I’d like to find out:
If there’re 130 vacancy for Phase 2A(1) & there’re TOTAL less than 130 applicants (say about 110 applicants), am I right to say that I can register my son under Phase 2A(1)? The ballot kicks in if there’re more than 130 applicants?
Correct me if I interpreted wrongly.
Or I’ve to register my son under Phase 2A(2) -

We have an upcoming PV interview at HPPS. I have been trying to search to no avail.
What can we expect from the interview (types of questions)?
How can we increase our chances to get selected?
Will they be looking for volunteers for activities beyond what is listed on the form?
We prepared a 5-page proposal for PV for RGPS for some PV activities not listed for HPPS. Is it worth to bring that as well?
