voltes5:
Hi voltes5,
Sure thing.
When I apply to join grassroots, the SCM asked me why I want to do so. I told SCM that for full disclosure, I need help for Primary 1 registration coz my kid registering in 2009. SCM thanked me for being honest.
Then got offered observer status in CSC. I told SCM that CSC not counted lah and cannot get 2B recommendation. SCM say must start somewhere. Dun worry, SCM knows what I want and can progress me.
Me dumb lor...trusted SCM...and was super active. 100% attendance and volunteer here and there for all chapalang activity.
In May, I asked SCM to help me out for 2B then got shocked when told that first, i am not eligible coz less than a year. Second, CSC not counted.
I call to complain to SCM and got told that I was told these info from start. Big fat lie! I noticed something fishy when i email SCM but only get phone calls as replies. Now i think back and realize that there is deniability in a phone call. Your word against mine.
Complain to MP no use also coz policy is policy. In fairness to MPs, they tried to help but MOE policy is policy.
So I feel cheated. One joke also- SCM pretend to help me write letter to school principal to accept me. This is one big joke as principal cannot anyhow give me placing. I gave letter to principal and he practically said SCM should know this is not allowed. Just making me go in circles.
So beware if u take this route. Now, I am in Phase 2B coz of clan association. Luckily I had back up plan. Join clan...no need to do anything. Just pay annual fee. Also can get 2B.
Now u know why i feel cheated.
Thanks for sharing your experience. Not sure why the SCM does that. Maybe he needs volunteer in CSC and not other committees but if this is the case, he can be honest abt it rather than make the empty promise that he can progress u to other relevant committees which appears was not delivered. I can imagine the helplessness of \"Your word against mine.\". Lucky for u that u had a safety net to fall on.
Will be more careful. Thanks for the advice..:)

Not really. I would go via RC or NC. More transparent and less likely to rely on the whims of one person. Usually, the RC heads are genuinely looking to help. Note that they are not paid to head the RC. The SCM is a paid employee. They could care less about helping you as long as they get their salary. I'm sure not all SCM are like that but suay suay the one I met was.
I've got frens who did RC and they all got their 2B recommendations after serving a year of membership.
So I would think going via grassroots route is most difficult amongst the 3 routes to 2B. From my experience, clan membership was easiest. Then PV. Then grassroots. I tried all 3 coz kiasu mah. But couldn't get into PV balloting. Then went clan route and grassroots route as 2-prong attack.
Having said that- i got a fren who got SHHK clan sponsorship to 2B without being a clan member! So there is still this other niche route based on connections/guanxi. -
i went to my cc today to sign up for RC membership and now that i found that my address is not the same grc as the school i want…urgh!!!
anyone know which is the easiest committee under PA to join? -
I’m quite confused. Must i join CCC or CCMC in the grc i want or just any CCC or CCMC? My choice of school is in marine parade grc.
There is a RC at my block and another one within walking distance, but the other is under marine parade grc and mine under macpherson. So i must have missed by a boundary. can i join that RC instead and yet qualify for phase 2b? -
jan1003:
You must join whatever grassroots committee in Marine Parade GRC since the school you want is in that GRC. But since your house is Macpherson, you cannot join RC or NC. Try the others...see http://www.moe.gov.sg/education/admissions/primary-one-registration/faqs/#registration-proceduresI'm quite confused. For your convenience:
37. How do I qualify as an active community leader for registration at Phase 2B?
Current serving executive committee members of the Residents’ Committee (RC), Neighbourhood Committee (NC), Citizen’s Consultative Committee (CCC), Community Club Management Committee (CCMC) and the Community Development Council (CDC) are eligible to register their children under Phase 2B. Please approach your Constituency Office for more information. -
join the NC or RC with a genuine intention of doing community work and treat the 2b status as a POTENTIAL benefit/bonus. do it with this mindset and set the expectation that at the end of the day you may not get it. but at least you have done something useful and contribute to your community.
when you join solely for the purpose of 2b registration you are setting yourself up for disappointment. nothing is definite. what happens if they remap the grc boundries during the year you are serving and your house/school are now in different GRCs? -
Yes i agree. Phase 2b does not guarantee a place automatically. If we done all that we could and the demand is overwhelming at the end of the day, would still end up balloting.
BTW, does anyone knows how many executive members in southeast CDC? Since it encompassed many grc and smc, should be quite a lot of volunteers i supposed. Would it be harder to get exec membership?
