I rank it by Public Offer. The amount available to the public after Phase 1,2A1,2A2 and 2B.
Those responsible Parent would have done their homework prior to 2C.
Ranking by just 2C alone is not so accurate.

My observation is usually by 8.30pm can see the latest application status.
