I called general office few days ago, they told me. I am a PV this year.

The 40 plus is for PV only.

But there are also grassroots, which means, most likely will conduct balloting?

Just complete our registration in BPPS, till now, 39 kids are registered under 2B, 23 kids are within 1km.
