MM and SM stepping down from the Cabinet is good for the PAP which has started talking about transforming itself. This allows younger leaders to boldly come up with visions which are more consistent with the electorate expectation especially from the younger generations. If they do not change now (not just talk about it), they will loose more seats especially to the resurgent WP. Sylvia Lim's resignation is a class act of selflessness since she never dangled this as an election promise but only do it post election. Giving up a decent day job to become a full time MP, perhaps PAP MPs should do that just to show the public that they are in it for the people not themselves. If TPL does this, it will give her a fighting chance to dig out of the deep hole she has put herself in. If rumours of her getting tripple promotion to Director at E & Y is true, then the hole is sealed forever for her. :imdrowning:

Yes it is from my own experience. Generally you are`able to serve at any GRCs in Singapore but only at Citizen Consultative Comm (CCC ) and Community Club Management Comm (CCMC ) levels. If Resident Comm (RC), only residents within the constituency can serve in RCs. For CCMC and CCC executive members, if you happen to reside in another GRC, you are able register at 2B phase within the GRC you serve or the GRC you reside. In fact during the registration exercise, the Schools will have a list of all qualified GRLs who have received the 2B letters. In this list, there are quite a number of GRLs who stays outside the GRC. However I do agree with you privilages such as free parking etc will only be for GRC you serve.
As far as I know you can choose any schools within the qualified GRC(s) but at any one time you can only register in one school. Like any stages of the registration exercise, higher number of registrations means higher chance of balotting (and lower odds in case of balotting). -

The eligibility is only for the GRC one served in and not by your residential GRC. In your eg, you should only qualify for GRC 2's schools under P2B. If you're not sure, I can check with my PA's SCM as I myself is a GRL for many yrs but never hear that one can be qualify for 2 GRCs (all benefits are tied to where you serve, e.g. parking).

This is because PA will not give you the coveted letter if you have not served one full year as an executive member (EM). According to other forumers, they will not budge even if you are a few weeks short. And it takes some time to get promoted to an EM.
So working backwards, if you are registering in July 2011, you would need to be an EM before July 2010, which means that you should have ideally started as an Observer sometime before, say January 2010. How quickly you get promoted to EM varies, so it's best to start as early as possible. If you haven't started at all, I'm afraid you are a little late in the game and should start thinking of another way.
If you are already an EM at your RC/NC, then here's to your question about CCC, CCMC and CDC. MOE recognises parents who have served at least a year as an EM in an RC, NC, CCC, CCMC or CDC. To serve in an RC/NC, you will need to live in that constituency, and when it comes to P2B, you can register in any school within the GRC that your NC/RC is located within. Eg. if you live in River Valley, you are in the RV NC, which is part of Tanjong Pagar GRC, so you can register in any school there.
For CCC, CCMC and CDC, you do not have to live there to serve there, though I believe many do. According to my conversation with a PA officer, most of the CCC, CCMC and CDC EMs are old-timers from the RC/NCs, so they naturally live in the area. So in these cases, you can register in any school in the GRC that you reside in OR the GRCs in the CDC that you serve. So that's a bigger area with more schools. But I am not 100% clear about this so if anyone knows for sure, please confirm/correct what I've understood from my chat with the PA officer.
As for changes in electoral boundaries, I believe it should come out pretty soon. Read Sunday Times last week for their prediction on when the elections will be called. Changes in electoral boundaries typically take place before the election. So if you have been volunteering in say RV and targeting a school in Tanjong Pagar GRC, then the government changes the boundaries and RV becomes part of say Orchard GRC, the list of schools you are entitled to register in would change. That's the risk! -

I thought so too until I found out that in today's 2B balloting exercise in a popular school in Bukit Timah, only 1 applicant is PR, rest all Singaporeans. I believe it is because of more condos being built around these schools (it is a strong selling point by developers) which increase numbes of potential applicants within the area notwithstanding national birth rate has fallen.
Looking at the statistics this year, I counted that most of the hot schools have become much hotter. In phase 2B alone, a lot of balloting has to take place, even for those <1km. Based on live birth data for the past few years, 2004 is the lowest. So obviously, the increase has been due to new citizens and PRs. Why didn't the schools try to increase the intake? I am seriously hoping that MOE recognises the problem and at least try to ask the schools to increase their capacity if possible, by hiring more staffs if the physical space permit for more classrooms. Thinking further ahead, with this jump in intake, is it possible that the transition to single-session schools be postponed? -

For RC yes you have to be a resident within the blocks that constitute the RC. For the main committees (CCMC/CCC), there is no such requirement. You will find a number of active GRLs who are actually not residing within the same constituencies/GRCs. -

No difference. Star ratings are an internal PA rating system for the various Grassroot committees. -

If your address is in GRC 1 and you serve in GRC2, your 2B letter from PA will indicate that you are entitled to enroll your child in any schol within both GRCs. -
