no. it means the difficulty of paper is easier than before, especially EL and MT.
it may cause lower t-score in overall and lower cop in girls schools.
it could be MOE's adjustment to bring up boy's score for preparation of 2021.

1. EL/MT paper is easier than before, the deviation will be smaller.
2. the deviation is smaller, then the tscore of these two subjects would be lower.
3. generally, girls get better result than boys in language subjects. so girls schools would have lower cop.
towards to 2021 AL, MOE would like to have more gauge feel about how to segregate different level of pupils and in-balance boy/girl ratio in top co-ed schools.
