Hi ningning,
I am definitely no doctor but my son used to have heat-rashes too when he was between 6 months to 1.5 yo. The PD advised us to stop all usage of soap and to use Chinese Tea to bath him! We were a bit sceptical at first but we tried ie. we buy \"Tie Kuan Yin\" from the provision shop, put about one or two tablespoon of tea and then boil using those metal can. Then pour into the bath with cool water so that it is lukewarm then put baby into it.
The Chinese Tea made his skin very smooth so that it is not dry (sleep in aircon room can be very drying to skin & itchy) and I think it has cleaning properties!
Just a suggestion for you to try. Or you should bring your BB to a baby doctor for a 2nd opinion!
