Currently acs pri, acsj and sjij all have more applicants than vacancies in phase 2b, does it mean that there’s only 20 vacancies left in phase 2c? TIA!

Currently for acs pri, acs j & sjij all show applicants more than vacancies in phase 2b, does it mean that i am left with only 20 vacancies for each of these 3 schools in 2c? TIA!
