I wonder whether MOE can come out with rules for phase 2c as follows:

day 1 - registration for those staying within 1km of school.
day 2 - registration for those staying between 1-2km of school.
day 3 - registration for those staying over 2km of school.
Parents who want to register their children to school of their choice can have first hand information on available places after each day according to their school/home distance and need not waste time registering on the first or second day and find out on day 2/day 3 that they do not stand a chance and have to look for alternative school.
