I have read that some parents can withdraw their children from earlier phases and then apply in phase 2C at other schools. If this happens then what happens to the space that becomes available? does it go back into phase 2C?

I received a MOE verbal confirmation before.
Even when a place (secures in say 2a1) is withdrawn during 2B, that slow will still go to 2C - as unfair as it sounds.zac's mum:

Does the unfilled vacancies after 2A2 gets evenly distributed to 2B & 2C (over and above the reserved 20 respective seats) or it fully goes to 2C?

It is split 50% between 2B and 2C.
If it is not a round number, then 2B will get 1 more seat than 2C.

Thanks for the responses people. I doubt there will ever be a completely fair system but at least there is some transparency. It would be nice to get a breakdown of applications based on distances especially when it comes to a ballot so we can gauge the odds better, do MOE provide this information?
