What are your alternatives in Phase 2A and 2B? If none, may as well try.
Yishun is interesting in the sense that only CFS, Northland and Huamin require balloting. Everyone else will have plenty of seats left for Phase 2CS. Hence, there’s no urgent need to cheong for other schools when you can do the same in Phase 2CS. -

51/140 = 29.3% based on last year’s numbers. Worth a try I guess. If not 2CS will still have choices nearby your house. Unless you have a very strong (which you also like alot) 2nd choice school - then perhaps you got for that rather than CF.

If I signup for a PV - will my distance from school affect my chances of selection?
If I manage to make it as a PV AND if I complete the required hour - do I get automatic P1 place? I heard some schools that even if you complete PV - your chances of getting a P1 place is pretty low. Thats what I heard - not sure about it (other schools, not CF). -

Some schools screen PVs based on distance. Some don’t. I dunno about Chongfu.

Completing the PV hours only gets you the phase 2B eligibility letter. If the demand from 2B exceeds vacancies, there will be balloting based on distance. So the P1 is not automatic. Take a look at Chongfu balloting history for phase 2B to see whether it’s worth it for your distance + citizenship. -
