      Hi,


      You need to go to People Associate(PA) or Community Center that is the nearest to your home and ask for an application form to register yourself as a RC members.

      You will be registered as Observers and volunteered in all the PA or RC activities for about 3-6 months before they confirmed you as executive members.

      1-2 month before Primary registration starts, PA will ask members to register yourself so that they can prepare a Letter signed by your Member of Parliment (MP) to endorse you as a community leader.

      Volunteering in Schools and through RC or CCC is different. Hour is longer then 40 Hours. The committment is also different as people you are working with are usually your neighbours.

      Speaking from experience, it is quite fullfilling as your children can also be involved within your neighbourhood.

      If you dun enjoy helping within your community, organizing block parties or volunteering in Government Feedback session, I dun recommend it.

      Also the endorsement letter is only applicable to your GRC. I have a friend who live near within 2 km of St Hildas but his has volunteered for the wrong GRC. She did not realise it until tit is too late so make sure you dun make the same mistake.

      (ii) or whose parent is a member endorsed by the church/clan directly connected with the school;

      (iii) or whose parent is endorsed as an active community leader.

      Anyone know how to being endorsed as an active community leader?

        Hi Ongkb 2000,


        Thanks for your valuable information as the school I'm targeting is not in my GRC. I thought can enroll in any Pri Sch as long qualify as Phase 2B.

        Just to also clarify that if being Observer it is also not able to get any endorsement letter? Would seriously consider as performing volunteer work in the RC is unlike in a school where can get to know more.

          There are talk that the letter can be used across the country but until now, there are no confirmation on this. My son is going to Primary next year, the letter indicated that I can only use it within the GRC.


          The endorsement letter is only given to confirm RC members only.

                  I think you dont necessarily have to volunteer in the GRC where you stay - you may want to check it out whether you can volunteer in the GRC where your school of choice is located. Btw, I heard of somebody who volunteered in a GRC hoping to get into the school of her choice then before the P1 registration commenced, the govt redrew the GRC map in preparation for the coming elections and she found that her school of choice no longer fall within the GRC she volunteered with :shock: :shock:

                    I think you need to be a member of the RC for at least 3 years before they will give you the letter to endorse you as a Grassroot leader. You may want to double check on this.

                      I saw from GRC meeting of minutes that you have to be an active grassroot leader for at least 1 year before they will put you in Phase 2B.

                      They will also only give you a list of selected school around your constituency.

                        To share with parents who are keen to go via this grassroot route.


                        I tried to get into the RC membership of my constitutency 2years ago. I went down to talk to the Chief there. I’m very upfront with him that my objective of joining RC is for my kids’ P1 registration. The committee seems "unhappy" that i have such ulterior motive. The chief says "it is important that you have a passion for community work!" …

                        I mean to be fair, we are not a brunch of rich people who sit at home and do nothing. Our work hours are long and to do such RC work, i have to put my limited rest hours to better use.

                        At the end of the day, i decided not to join them becos i dont think im willing to spend those endless hours of meeting talking about all sort of things under the sky in the community.

                        Moreover i find that RC work is very remote and distant from your school of choice. If we really come to an appeal case, the school is unlikely to give you a chance as compared to parent volunteer who is more closer to the school.
