Since 12 yo = PSLE, perhaps it's good to set the rules before that. Handheld always gets in the way between parents and teens!!

Do teach your daughter how to control those devices. Specify how much time she's allowed to play and get her to agree to that time.

My humble suggestion is to bait and trap your kid.

Bait her with the device , but get her to sign a contract for life to implement the rules. Failing to which you would dispose of the device without hesitation.
