Some schools screen PVs based on distance. Some don’t. I dunno about Chongfu.

Completing the PV hours only gets you the phase 2B eligibility letter. If the demand from 2B exceeds vacancies, there will be balloting based on distance. So the P1 is not automatic. Take a look at Chongfu balloting history for phase 2B to see whether it’s worth it for your distance + citizenship.

Yes for 2C <1km, every year also need to ballot.
