You can try, but be prepared to be rejected.

IMO, it's on the borderline since the COP for 2009 Sec 1 was 259. Actually, no harm putting as first choice. Good luck.

can i appeal for RGS? (she got NYGH offer already)

You can appeal for RGS! My friend initially DSA-ed to NYGH but she appealed to RGS in the end and got it.

If you're referring to Casuarina Primary School, the only information I have is that there's at least 1 pupil with a score of 275 or more.
