Yes, grammar rocks is for non-TAS students.
But just be mindful that this is a community service from a church so there likely will be bible sharing etc - in case one may not be comfy. -

From the previous list of timings, we have confirmed 2 timeslots
for classes and will start once there are 4 confirmed students.
Ang Mo Kio:
- Monday 5pm-7 pm (P3/4 English)
- Tuesday 5.30 pm - 7.30 pm (P1/2 English)
East (Singapore Post Centre):
- Sunday 6.30 pm - 8.30 pm (the level has not been decided
yet as there are some inquires about both P2/3 and P3/4,
once there are 4 students of the same level, we will
start)
