don't need 100%, even 50% is more than enough. Furthermore, if MOE can say that it is too much to check, then by analogy police can also say it is too much to check if somebody got run over by car and cannot remember what is that car's plate number. So how? can the police say \"you know, there are 600,000 cars in Singapore. How do you expect us to check every car to see whether it run over you? You better go and find the car's plate number first and then inform us so that we can investigate\". (Obviously, there are very much few kids registering for Phase 2C compared to the 600,000 cars in Singapore).

do you know how many primary applicants there are each year? and beside checking the NRIC, what else you expect them to do? conduct 100% house call? and repeated house calls for those who claimed that they are not home? then perhaps the entire primary school registration exercise has to be prolonged inorder to complete the 100% address verification ...
what about people shifting out after the exercise? hmm ....

Should we tolerate or shouldn't we tolerate these cheating of address so that their kids get balloted in while your kid get balloted out (and have to go to far away school and spend hours on the road everyday and also that they may not perform as well because they ended up in lousy schools)? (because those cheating of address always happen in good schools). I suppose it is up to individual. If those cheats are doing so for their kids, why should the other kids be penalized because their parents prefer to keep quiet (even though they know about these parents who are cheating and choose not to report to MOE) and let their own kids suffer as a result? If your kids know about these, will they think that you value their kids more than themselves?

No, we should not tolerate. Singapore needs more of a whistle-blowing culture if it wishes to progress as a society. tankee is right, don't just wait for the authorities to take steps, be an active contributor/watchdog.Should we tolerate or shouldn't we tolerate these cheating of address so that their kids get balloted in while your kid get balloted out

Yes you can withdraw when at the start of Phase 2C Supplementary.
Again the distance proximity do come in. Do check you are are REALLY REALLY have good chance to enter the school. -
