I am not sure why this fleeing message keeps coming up, I thought he has to give a response in a week to the govt? Perhaps he just needs time away to think through what he needs to do next, officially and unofficially to his family and going away is a natural course if he wants to avoid any noise around him. It appears to the reader that the departure is \"permanent\"...(but then the report could be wrong)....so that is why readers have impression that he is fleeing... -
