      I think there is more to this in this case.


      In the course of my work, I deal with tenders with Govt agencies and from what I understand, the tender process is pretty open and robust.

      The specifications and requirements will be laid out in the open tender for all registered GeBiz vendors to take a look. If say my company is keen to take up one, I would meet up with the government agency if need be, to clarify or find out more on their requirements.

      I will then prepare the quotation and submit through GeBiz. No one will know how much I am bidding as it will only be made available to the agency for evaluation after the tender is closed.

      Based on the above framework, how is the govt agency going to favour a vendor? If my quotation is the lowest and meeting their specs, they will need a strong justification not to accept mine but one with a higher quote.

      That’s my perspective from a vendor. So far those whom I have been dealing with carried themselves well.

      Is it because I am a male sales rep? Hahaha…

          but your price can be disclose to the other agency whereby the ‘head’ has favour with. The other agency will then meet your price or give additional package.


          in the process of disclosing your price, the other agency will take out their ‘women’ weapon to tackle this ‘ti ko pek’ to close the deal. pushing your company aside.

              Personally I have also worked for companies who bid through GEBIZ. I don’t find it a very transparent system. The organizations that want us usually get us every year, its like they do not bother to look through all the applicants, they choose us as it is convenient, they have worked with us, know us and so keep going to us.


              In that way, there are some companies that are also perpetually closed to us. They will either get the cheapest vendor or keep going for the same one.

              But there are a few good companies who will require for a presentation, those to me are the most professional. But even such companies can become biased like when the person choosing is unprofessional like this case sighhh

                    The tender bidding process is transparent. The decision making process is not all that transparent. Every bid is accompanied by a proposal. These proposals are where one can try to gain some advantage over other bids even those lower priced ones. And during the crafting of these proposals, the salesperson can try to obtain some pertinent information from the decision makers about what they can do to sweeten the deal to improve their chances.


                    And if I remember correctly, there is also that end of financial year excess budget that these organisations will try to spend, else their budget may get cut the following year. Most salesperson will try to get a piece of that as they are quick sales. No time for tenders, most probably just 3 quotes.

                    Tender or no, sales is very much a rapport driven activity. And every good salesperson will try to build a good rapport with the key decision makers. In this instant that rapport was taken way too far.
