Question
With regards to the P1 registration exercise, is it necessary to produce NRICs of both parents even if the parents are divorced?
Will it be sufficient to produce the NRIC of the parent who has custody of the child, along with any document proving the divorce?

Thank you for your email on 16 July 2012.
We would like to share that as you did not provide further information, you may wish to know that the parent who has sole custody of the child will need to produce the following documents when registering the child during the Primary One Registration Exercise:
1) Parent's (the one who is awarded custody) NRIC
2) Child's Birth Certificate (BC)
3) Child's immunisation booklet
4) Custody papers stating sole child custody
Parent who registers the child to sign a Letter of Undertaking to undertake that should the ex-spouse contest the arrangement, they will resolve it themselves.
Registration can only be done by the parent who has custody of the child. As such, the ex-spouse's NRIC will not be required for the Primary One Registration Exercise.
If custody of the child is under joint custody, either the father's or mother's address may be used. However, they must provide the following during the Primary One Registration Exercise:
1) Original Custody or divorce papers stating the rights
2) Original NRICs of both parents
3) Child's original BC
4) Child's immunisation booklet
If the parent registering at school is unable to produce the original NRIC of the other parent, the parent registering must produce the following:
1) Custody or divorce papers stating the rights
2) Missing person report/personal protection order/letter of consent from the other parent
Parent who registers the child to sign a Letter of Undertaking to undertake that should the ex-spouse contest the arrangement, they will resolve it themselves.
Parents are to obtain the Letter of Undertaking from the school that they will be registering at.
As such, parents can approach the school of choice directly for assistance and clarification/advice on matters pertaining to the Letter of Undertaking.

Question
If I have 2 children born in 2008, but different months (eg. Feb and Dec), they will both register for P1 in the year 2014.
If the school I registered with needs to ballot for places, will my 2 children be treated like twins (ie. one balloting ball to represent both, so either both get in, or both don't), or they will be treated as separate, each getting a balloting ball?

if I were to declare my sibling as the foster parents for my child, can my child register under phase 2A - since my nieces already studying in that same school ?

Thank you for your email dated 19 September 2012.
We would like to share that based on the 2012 registration guidelines,
Phase 2A(1) for:
(a) For a child whose parent is a former student of the primary school and who has joined the alumni association as a member not later than 30 June 2011.
(b) For a child whose parent is a member of the School Advisory / Management Committee.
Phase 2A(2) is for:
(a) For a child whose parent or sibling has studied in the primary school of choice.
(b) For a child whose parent is a staff member of the primary school of choice.
You may wish to know that registration is based on the parent’s information.
As such, the details of foster parents will not be used.
However, for a child who is under the care of the grandparent or parent’s sibling , a
Statutory declaration is required for parents who wish to register their child using the address of the child’s grandparent/parent’s sibling that is within 2 km from the school of choice.
If SD is used, children will be balloted - together with other children residing between 1 and 2 km of the school.
Parents will be able to make a SD if they meet the eligibility criteria :
• Both parents are working full-time at the time the statutory declaration was made;
• The child is under the full time care of a grandparent or a parent’s sibling; and
• The child’s grandparent or the parent’s sibling is not employed.

Children (Singaporean and Singapore Permanent Resident only) who do not meet the eligibility criteria for priority registration under Phases 1 to 2B (http://www.moe.edu.sg/education/admissions/primary-one-registration/phases/) will be able to register under Phase 2C in any school (only 1 school) of choice (subject to available vacancies).

Regarding your query on above PDF document, we like to inform you that the PDF document is outdated - as it was part of a press release in Y2006.
Please do note that at present, ALL primary schools have been staffed with at least 1 Allied Educator (Learning & Behavioural Support) and a core group of Teachers trained in Special Needs (TSNs), to support students with mild special educational needs - including Autism Spectrum Disorder and dyslexia.
These students would have the cognitive ability to access Mainstream curriculum and have adequate adaptive skills to cope with the school’s learning environment, and be able to learn in a large group setting.

do ALL schools allow a Shadow teacher to sit inside P1 class, to help the special need child ?
On your query about Shadow teachers, do kindly note that allowing for the presence of shadow teachers for students with special needs in school is at the discretion of the schools .
Should parents wish to hire a shadow teacher for their child, they are strongly advised to discuss their request with the school leader(s) and teacher(s) –
who would first assess the level of learning and/or behavioural support required by the child, purpose of the shadow teacher hired, as well as, impact and implication(s) for the child and other students in the school, before making a decision.
c)
what sort of Training is available, if a parent wish to receive some form of certified training, to become a Shadow teacher to help own child ?
Regarding your query on training for parents, MOE does not conduct any specific training for parents and/or other personnel to become shadow teachers.
These courses are typically run by private organisations.

An original Sales and Purchase document is required if the address of a yet-to-be completed private property is used for registration. The date of commitment by the developer in the Temporary Occupation Permit (T.O.P.) has to be within two years of the child’s entry into Primary One. In the case of a yet-to-be completed HDB flat, the Agreement for Lease is required.
Parents must move into the new property within two years of the child’s entry into Primary One.\"
As I am getting a bank loan for the purchase of my Yet-to-be Completed Property, the original Sales and Purchase document is with the Bank for retention. Can I get a copy, certified true by the bank's lawyers, for submission of my proof of address for the P1 registration?
Appreciate your urgent reply please as the hotline to the P1 registration is really hard to get through.
