I don’t think eligibility or conditional offer is a hard rule too. I quote a few personal cases that I know for Cambridge:
Extreme can go anywhere. But what if the kid is only an average A-level or IB student?
An average student in say, Eunoia or VJC probably won’t score AAAA. But an equally average student in SJI could score 40 points or better (since 85.5% of SJI scored at least 40pts). He would be eligible to apply to Oxford or Cambridge.
On the other hand, the same “average” kid in EJC has a median A-level result (possibly, AABB without H3), won’t be eligible for both Oxford and Cambridge. His entry application will just go straight to the dustbin!
a) IB conditional offer was 41, student achieved 40, he was accepted
b) interestingly, NUS high students have no fixed gradation CAP requirement, or subject CAP requirement. I know of 3 students, same yr, who got conditional offer of graduation CAP 4.0 (over 90% of students could achieve this), 4.2 and 4.7 respectively. Note that students would need to submit their cumulative CAP during application, so Cambridge would already knew what these individual students are capable of achieving.
If we just talk about grades alone, I would think NUS High and IB students have an easier time compared to A levels … but of course, offer and admission is never just about grades!
