With a balance of 19 seats in 2CS, St Stephen’s is likely to be oversubscribed and may have to ballot. If that happens, being >2km, you may not get the chance to ballot and you lose your 2CS chance.
If I were you and you like st Stephens just give it a shot in phase 2cs. If you don’t get in moe will automatically assign you to the nearest school so you will still go to bedok green if all fails. Give st Stephens a shot if you like it. But that is my strategy just sharing others may thing otherwise.markwan23:

Your posted school may or may not be Bedok Green. If SC and PR surge to Bedok Green at P2CS, you can kiss that option goodbye. Your posted school may be further, unheard of by you even. -

You can state your preference to moe:
Parents of Singapore Citizen or Singapore Permanent Resident children who have not obtained a school place after Phase 2C Supplementary can request MOE to facilitate your child's placement to a school which still has vacancies. -

This might not be true for this year, especially since Bedok Green is the only school within 1KM that still has vacancies left for Phase 2CS. The other schools within the same area like Fengshan, RSS, Yu Neng and Temasek have all been oversubscribed in Phase 2C. This will end up as the most likely back-up plan for folks who are within the 1KM range. I am in a similar situation, but I am looking at other options > 2KM as well.

[/quote]If my memory works well, I happened click the MOE website, there is a section to provide comments to school , Teachers etc, from the TOP, there are a Lot of positive comment about Teachers (with names) in this school, and I was at that time wondering whether the school starts with “c” so that is why the comments to this school is on the TOP?
Yeah I went for their open house a few years back & was quite impressed. It is next to Cedar Girls Secondary which is a very reputable school.zac's mum:

For those school that does not have balloting, we will recieve the SMS after 12pm? I have not receive any SMS yet.

No, even if you don’t need balloting and are safe, the official sms from. MOE will be sent next wed 8 Aug abt 8am in the morning. Some schools may call personally to inform you are in. But I didn’t get any call during my phase 2b (no balloting) just the offical sms and the same day I received the offical letter from the school
