Really? That is what I thought initially but someone in the forum clarified my assumption is wrong, it is only that we get 2 vote and PR get 1 vote in the ballot. So, which is right? If yours is correct, it will mean that the Phase 2C if any, will be for the local only and the PRs and foreign participate in Phase 3. Is that right?
Not sure what is it you are confused with. What you mentioned were two different issues.
Phase 3 - for foreigners, i.e. non-Singaporeans/PRs. These foreigners are NOT eligible for phases prior to Phase 3.
Phases 1-2CS are only for Singaporeans and PRs. In the event that any phase requires balloting (except Phase 1 for which all applicants will be accepted), Singaporeans will be given two balloting slips. PRs will be given only one balloting slip.

Starting from this year's registration, if balloting should take place in Phase 2B and 2C, Singaporeans get 2 votes and PR 1 vote.

From what I observe, there is no balloting required in Phase 2A (hopefully). This annual registration is a stressful period. Why must MOE make Thursday & Friday be those days to register? :scratchhead: Wouldn't Mon & Tue be less stressful...at least you get to know the results the same week. -

Phase 2A is split into 2A(1) and 2A(2). If the younger siblings, children of staff teaching in school and children of old girls/boys can’t get into that school, surely there will be lots of dissatisfaction. Like what you mentioned if balloting is required at Phase 2A, then can forget about Phase 2B/C. So I can sleep better with your assurance. THANK YOU. -

For Phase 2C registeration, do I have to consistent wait to check on the vacancy in my preferred school first then apply, or do I register first then withdraw if there is no more vacancy left. -

Actually, the booklet doesn't provide you with a lot of information that you do not already know.Optimus:
You can do either. For the latter approach, you will need to mobilise both parents. I will be registering my boy this year and have a couple of questions:
1) How is balloting done? If there are X vacancies and a surplus of Y, will they pick X or Y balloting slips (if that’s what they use)?
2) When is balloting conducted? How and when will parents be informed?
3) How does one go about giving up a place in a school secured in an earlier phase? Must the parent be down at the school during a subsequent phase to withdraw the child? Can this be done inbetween phases via telephone, for example?

1. Pick X
2. balloting is done after the registration of current phase is closed and before the start of the next phase. Parents affected will be informed and invited to witness the balloting.
3. to withdraw, parent must go to the registered school to do the withdrawn in person. Withdrawn must be done prior to the registration at the next school. -

2. If balloting is needed, I think parents may be informed. Again, I'm not sure since I did not have to go through balloting. However, many kiasu parents will know whether balloting is required for their kids since they will be calling up the school frequently and checking MOE's website for the latest updates. Then, it is up to them whether they want to be present for the balloting.
3. Yes, you can do it in-between phases. No, you can't withdraw via phone, etc. You have to be personally present. I suspect that you may have to sign some form to confirm that you want to withdraw.
