      jellybelly:

      1) How is balloting done? If there are X vacancies and a surplus of Y, will they pick X or Y balloting slips (if that's what they use)?
If there is surplus, why would there be balloting? Assuming there are 100 applicants and 80 vacancies. If there are 80 applicants within 1km, no balloting; those 1-2KM and more will be auto-out.

If there are 70 applicants within 1km, and 10 applicants within 1-2KM, there is NO balloting; those more than 2KM auto-out.

If there are 60 applicants within 1km and 10 applicants within 1-2KM, they will all go in. And for the 10 vacancies left, those 30 applicants who are more than 2km will be fighting for the 10 vacancies.

If there are 60 applicants within 1km, and 25 applicants within 1-2KM, applicants who are more than 2km auto out. balloting done based on 25 ballots for the 20 vacancies.

Number of ballots thrown in depends on whether singaporeans or not - if SG, then each will have 2 pieces of ballot.
      jellybelly:
      2) When is balloting conducted? How and when will parents be informed?
After close of phase, once they tabulate, balloting will be announced on MOE website. not sure if tv text have.
      jellybelly:
      3) How does one go about giving up a place in a school secured in an earlier phase? Must the parent be down at the school during a subsequent phase to withdraw the child? Can this be done inbetween phases via telephone, for example?
Withdrawal only in person. Imagine if phone...someone masquerade, siao liao. I think can withdraw anytime (during/after) a phase. But each person can only apply DURING that particular phase. So if a child has a secured place in 2A, the parent cannot apply for another school under 2B without FiRST withdrawing that child.

        hquek,

Your explaination of balloting is wonderful...I'm sure many parents would be able to understand how it goes. 😎

        Jellybean,
Many parents would want to be present if balloting is required. I remember checking TV text...just like checking share market then. 😛
To withdraw at one school and register at another requires 2 parents...a very risky thing to do bcos it requires precise timing.

Well, I suppose Phase 2C can’t do it that way right? cos’ registration will be on 2-4 Aug and the result will only be out on 13 Aug. I wonder why this takes longer than the other phases. Or will we be able to see how many applicants are within <1 km and how many under 1-2 Km?

I think if u are at the school on the last day of registration you may know something

13 aug is the MOE date when no more changes are made and every vacancies is confirmed (for balloting or otherwise) and the website updated

Last year when visiting a school during P1 registration, noted that that particular school put up number of applicants within 1 parent. So I'm sure schools will know already. Hopefully all other the schools will be kind enough to let parents-more-than-1-KM know prior to registration what their chances can be like.

With a number of schools converting to parital single session next yr, does this mean that the number of students intake will be greatly reduced?

Entirely likely cos they have space constraints - unless they had embarked on some expansion programmes.

Agreed with hquek, but to add one more point. MOE will definitely ensure that the total number of vacancies available is more than the expected number of applicants.

The problem is whether the increase in applicants is in the school that I want. Say for thsi shcool, last yr phase 2C shows that ballot is required for 1-2 km, does it mean that I got lesser chance this yr for the same phase and didstance 1-2km? :?
