i am asking on behalf of my friend.
she is very keen to send her girl into SCGS, but stay 1.8 km from SCGS.
a) if she PV and got accepted to do PV, does it means her girl sure to enter ? or still need to ballot ?
b) if she is busy on certain days to do PV, can she get her mother or mother in law to help chip in 40 hours of PV ?

There's no guarantee that your friend's dd will be accepted even after having done PV. It depends on the number applying vs number of vacancies. If assuming that the school doesn't have that many PVs and grassroots applying, then chances are very good. You can probably check with the school how many PVs they have for that year and gauge from there. I suspect the school won't have that many PVs.hi,

I'm not sure about having relatives help out in PV duties. PVs go through interviews and are taken on based on their skills set. So unless your friend's mother/mother-in-law also holds the same skills set, she wouldn't be able to volunteer the specific duties, would she?
btw, SCGS didn't accept PVs in the past. Not sure if that's changed in recent years. -

Am fretting over which specific skill sets the school require for it PV. Would be godsend if someone here could shed some light

The school will not tell you much. They will just ask you to send in the application form when the registration is open -
Hi, this is my experience with the school regarding PV last year:
We went down to enquire about PV, the staff who attended to us told us to fill in the PV form and submit it the school. Not surprisingly, she was not able to say what sort of services would be preferred or needed by the school.
We filled up the PV form and went down to the school again to submit it another day. We also enquired on the chances of being invited to do PV. The staff was not surprisingly not able to say much again, but she was helpful enough to simply suggest that we volunteer to be active community leaders. To us, that was an indication that the school does not take in PVs easily.
There is an MOE deadline to become a PV, which is 30 June of the year before the year your daughter is to register for P1 (ie 2 years before she enters P1). Months later, on 1 July, we received a letter from the school saying that our application to be PV was not successful. So we were informed only on the deadline or right after the deadline is over that we could not be a PV at SCGS. In other words, the school does not notify you earlier that your services are not required. So if you have more than one school you are interested in, it is crucial that you do not wait till SCGS reverts negatively before trying to volunteer for PV in another school. This is because by the time SCGS does revert, it will be too late for you to either volunteer at another school or to be a community leader (the same deadline applies for the community leader route).
If you are interested in SCGS, I would advise that you also explore the community leader option. Both PVs and community leaders fall under phase 2B. As the school does not take in PVs (or does not take in many PVs), community leaders have a pretty good chance (as there are no or fewer PVs to take up places) based on past yearsβ statistics for the school.
I guess it is a good policy for the school to only take in a PV if they really need the services that a PV can offer, in the sense that there should not be a situation where PVs find that they do not have a place even after volunteering 40 hours. This situation has happened in some other very popular schools.
If you are going to try the community leader route, be sure to volunteer at the right constituency, ie the constituency that SCGS is in!
