This is not quite right, IMO:
- too _something_ to - is better than too _something_ so
Qn. The medicine can be sold here only if the health authority permits it.
Ans. Without the health authority's permission, the medicine cannot be sold here.
Is this acceptable Ans: Without the permit of the health authority, the medicine cannot be sold here.

Understood and thanks for the clear explanation.
\"With interest\" is a post-modifier of the verb \"read\".. It tells readers how the books have been read (by the noun 'them', in this case).. So, \"with interest\" should come immediately after the verb \"read\", which it describes..FQW:
Sentence structure.
1. The books were read by them with interest.
Or
2. The books were read wih interest by them.
Which sentence is better or are they the same? Tq.
Post-modifiers of verbs function like adverbs.. They describe the verbs. Drawing a simple example from adverbs to illustrate :
1. The songs were sung by the school Choir beautifully.
2. The songs were sung beautifully by the school Choir.

1. (B) For \"came\" to be correct I'd expect to see matching past tense:
e.g. most of the rice we ate [while on holiday in Australia] came from Thailand.
As it is, the question implies a present continuous tense, hence I prefer \"comes\". If they are saying \"came\" is correct because the rice was imported some time ago, then they are being pedantic in the extreme. In any case, the importation didn't happen once, it is continuous; and you routinely expect to find rice that \"comes from Thailand\".
2. (A) for \"report\" to be correct, the tense should match - i.e. I'd expect to see \"occurs\" at the end. Also \"report\" would be a general guideline, rather than a comment on a specific event... But they use \"occurred\" which is past tense, implying it actually happened, and hence \"have reported\" matches as something \"you should have done\".
This takes far too long, I'm bowing out of English. -

He had not met Tom since he had had graduated from college.
is correct???
