I don't think it applies across the board, rather, it depends on which University and which faculty/school you are referring to. For examples,

In NUS' Science Faculty, I think there is no direct exemption. Students need to take the the Advanced Placement Credit (APC) exemption tests and only students who obtained As in 'A' level H2 or equivalent, or As in poly results can apply to take the test.

In NTU's School of Math & Physical Sciences, there are some criterias for direct exemptions and taking exemption tests e.g. in certain Maths modules an IMO (International Math Olympiad) medal winner or a H3 Math distinction qualify students for direct exemption, but in other Maths modules a H3 Math distinction only qualify students to take the exemption tests.

In NUS' School of Computing, there are direct module exemptions for medal winners of NOI (National Olympiad in Informatics) and IOI (International Olympiad in Informatics).

I beg to differ; students who has taken H3 subjects and meet the minimum grades DO get exemptions WITHOUT the need for further tests to determine exemptions; see below for the 3 local universities in regard to H3 exemptions for:

No worry you be surprise that she can mix with with the boys. My son has a classmate from RGPS too and she mix well with boys. I think bcos they have the same interest.

Agree with kiasuest2 that some who have taken H3 subjects and meet minimum grades do get exemptions without further tests. However, for some modules, even a distinction in H3 requires to take an exemption test. It really depends on which university and which modules. MAS114 Linear Algebra I
Direct exemption: International Mathematical Olympiad Medalist/Honorable Mention may be granted exemption without having to take the Exemption Test.

Through Exemption Test: Students who meet any of the following conditions may apply to take the Exemption Test. Exemption for this course is granted to those who pass the Exemption Test.
A level candidates: Students with Distinction in H3 Mathematics.
Polytechnic candidates: Students who have passed advanced mathematics courses beyond the standard curriculum (e.g., CEM in SP, Advanced Engineering Mathematics at NP, etc).
Others: Students who have the equivalent of Distinction in H3 Mathematics.

Just got an email from NUSHS that my DS is offered a place in the school. How do we submit the transfer form from S1 posting school ? Should we visit the S1 posting school on 22nd to request for relieving from that school as we wish to take up NUSHS offer? Please reply if anyone has any information on this . NUSH is asking for a transfer letter from the S1 posted school, to confirm to NUSH that the S1 offer has been declined. This is laborious! Did you have to undergo the same when your kid got into NUSH?

NUSH post-PSLE admissions goes in parallel with MOE S1 posting exercise. Hence, it requires the student to report to the MOE posted school and then seek transfer to NUSH. This also applies to students who have been posted to other schools during DSA exercise and seek to study at NUSH post-PSLE results.

On the plus side, the student applying to NUSH and also participating in S1 posting exercise has 6+1 options.
