Noticed a funny phenomenon… in phase 2B, ACS(Pri) only has places for those staying within 1km. And ACS(Jr) conducted balloting for those staying out of 2km. Meaning ACS(Pri) is more popular than ACS(Jr)?


Yet in phase 2C, ACS(Pri) has places for those staying within 2km, and ACS(Jr) has places for those staying within 1km only. Indicating the other way round?
