      is funding based on nationality? (i.e. SG scholarship funded by SG), if yes, then, yes, it shd be based on nationality.

        If scholarships are awarded by private companies ike MNCs and local banks etc, I would agree. However, if the scholarship is awarded by public funds, i.e. govt, then I believe we have to seek the general consensus of the public.


        To me, since foreigners have other avenues to obtain the scholarship, I would prefer my money to go to local kids to further their studies. Besides the pool of local kids is greater, surely we need to support them more. Just being pragmatic.
        yes. good point. if govt funding, then it should be to help citizens first. but not to say that no scholarships for foreigners at all - some postgrad degrees can so can attract them do research here.
