They are usually in the Secondary/JC tracks under the post-graduate diploma course, which means most of them already had a degree before joining NIE/MOE. jc teacher does not need nie cert i think...
the nie also trains teachers for pri and sec... most jc and poly and ite teachers are professionals in the working field...
u can check this thru the moe website... i read about this some time ago...

At the beginning of the year, but I do know of parents who only start to look for tutors when it's already very close to the 'O' or 'A' levels. It's called the last-minute Buddha foot hugging syndrome. -
