That's incorrect. To be eligible for the letter that would entitle you to register your child in Phase 2B, the only qualification is that you need to have served as an \"Executive Member (EM)\" for at least one year. The thing is, you need to serve as an \"Observer\" for a period of time before you get \"promoted\" to become an EM. Some have been promoted within three months, others took longer, but the advice so far has been that you need to be fairly active AND not miss any meetings before you will be promoted to EM.

Sorry to hear that you volunteered but ultimately did not get the letter. Hope you have some backup plan apart from migrating to Australia.

for places, it is only first come first serve in Phase 3. -

Phase 2C is open for all citizens and PR...you do NOT need any recommendation letter. So how does getting a recommendation letter going to help? You are still going to be one of the applicants, and subjected to balloting if demand exceeds supply. -
